On July 1, 1997, Stuart M. Bounds assumed the responsibilities of the fourth President of Chesapeake College. He had previously served for thirteen years at the College, first as the Vice President for Academic and Administrative Services and then as the Executive Vice President.

Dr. Bounds is a native of the Eastern Shore. He was a graduate of the University of Maryland College Park, receiving his Bachelor´s of Arts degree in Government and Politics in 1966, and a Master´s of Arts in Government and Public Administration in 1969. Dr. Bounds completed a Doctorate in Higher Education at the College of William and Mary in 1974.

His activities include the Rotary Club of Easton, Upper Shore Work Force Development Board, the Human Capital Development Corporation, and the Upper Shore Economic Development Partnership. He currently serves on the Board of the Memorial Hospital in Easton, and the Talbot County Business Roundtable. He also currently chairs the Board of Directors for the NASA Partnership, Chesapeake Region Technical Center of Excellence. At the state level, Dr. Bounds was selected as a member of the 1997 Leadership Maryland class and currently serves as Vice Chair of the Maryland Council of Community College Presidents.
